DRC is inviting local candidates to apply for the position of Legal Counsellor, to provide free accurate, reliable and timely information, counseling and assistance to refugees or individuals and communities affected by or related to refugees.

The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building.
In Turkey, DRC works partially through partners, also providing intensive capacity building support, while also conducting direct implementation. Funded by BPRM, the program has three core goals that address: 1.The psycho social needs of community centre users & wider communities through the provision of case management and referrals, counseling, and a broad range of Life skills and psycho social activities that promote well being and learning. 2. A Special Needs Fund for the most vulnerable cases: and 3. Community Impact Projects between Turkish and Syrian communities to implement collective initiatives.
Duties
Under the overall supervision of project manager and program coordinator, the Legal Counsellor will be responsible for the specific legal and counseling activities of the project. S/he will be performing the following tasks:

General Responsibility
• Abide by and promote DRC’s vision, values, aims & objectives and equal opportunities policy.
• To provide direct legal information, support and assistance to DRC’s community services beneficiaries and, as appropriate, to advocate on their behalf.
• Provide legal and other relevant information to clients in person, on the phone and by email etc.
• Research individual cases, assess problems and identify possible courses of action together with the client;
• Ensure that at all times clients are aware of what options are available to them and that they are empowered to pursue chosen options, and assisted to access resources.
• Produce information for publications, leaflets etc.
• Promote the services on offer and distribute publicity materials.
• Mediate on a beneficiary’s behalf, for example, by writing letters, making phone calls or attending meetings.
• Advocate and make representations to mainstream service providers on behalf of beneficiaries.
• Refer beneficiaries to other sources of help, for example solicitors, social workers or special case workers who may represent the client in court, at tribunals or other official bodies.
• Liaise with other internal departments and external organizations on behalf of beneficiaries.
• Keep up to date with appropriate legislation and policies regarding Syrian refugees and refugees living in Turkey in general.
• Interpret and explain legislation, official documents or the content of letters to clients.
• Provide training or talks to internal staff or external organizations.
• Ensure impartiality, and confidentiality of beneficiaries, at all times, is respected
• To work on a flexible basis by performing other tasks not included above, but as necessitated by the needs and changing circumstances.
• To negotiate with agencies, government departments, local authorities, immigration services, solicitors and other bodies in order to secure beneficiaries entitlements and/or access services.
• To keep up-to-date with legislation and policy relevant to the post to ensure effectiveness and competence in delivering a high quality service.
• To help clients with the completion of forms.
• To participate in staff training, development and appraisal, as agreed with the line manager.
• To work in partnership with service providers and key stakeholders to provide a holistic approach to meet service beneficiaries needs.
• In coordination with team leadership, assist with broader advocacy efforts as requested by collecting case data, writing reports, briefings, articles and case profiles.

• Write reports and compile statistics on cases covered and services provided.
• Propose new activities according to identified needs in the community.
• Regularly monitor and evaluate the quality of activities & implementation.
• Maintain confidential case records and administrative systems. To record all activities and to produce qualitative and quantitative reports on a regular basis as requested.

About You
• Minimum 1-3 years of relevant work experience in human rights and/or with refugees and asylum seekers.
• A Bachelor's degree in law or social work preferred, Master's degrees or equivalent experience in a related field are also acceptable.
• Legal counselor must be fluent in oral and written English, and have at least one of the other languages, either Turkish or Arabic.
• A positive attitude and sensitive manner when dealing with beneficiaries including a range of interviewing skills for dealing with challenging scenarios.
• Have a mature work ethic.

We offer
An interesting job in one of the best NGO’s in the world. DRC will offer the successful applicant an initial contract for 12 months. Salary and conditions are in accordance with DRC Turkey’s Terms of Employment for National Staff. You must be available to work in Antakya (Turkey).
