ABA ROLI is a non-profit pro­gram that implements legal reform programs in over 60 countries around the world.  ABA ROLI has nearly 700 professional staff work­ing abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organi­zations, including human rights groups. 
JOB SUMMARY
The ABA Rule of Law Initiative in Turkey seeks a Program Director for an initiative in Gaziantep, Turkey.  The focus of this program will be providing legal assistance to Syrian refugees.  The ideal candidate will be based in Gaziantep, Turkey, starting September 2014, with heavy travel around the country.  This position is contingent on funding.
RESPONSIBILITIES
  • Oversee program start-up and ongoing program management, implementation and administration of teams across locations in Turkey.
  • Design, manage and facilitate training of Turkish lawyers on relevant laws in partnership with regional bar associations.
  • Monitor and assist local partners and other actors and ensure that activities are on track, including developing solutions in tandem with headquarters in Washington, DC, when necessary.
  • Ensure monitoring and reporting systems are in place, including gathering baseline data, and track program implementation progress against indicators.
  • Prepare technical reports to the Country Director and relevant donor(s);
  • Develop and maintain effective communications with other organizations operating in Turkey, identify partnerships and other opportunities and participate in coordination meetings and groups; and
  • Other duties as needed.
QUALIFICATIONS
  • JD or foreign equivalent and 5 years of relevant experience;
  • Experience managing and implementing US Government donor-funded international direct assistance and response programs;
  • Knowledge of international refugee law, preferably in the Syrian context;
  • Previous work measuring overseas program success, including conducting baseline assessments required;
  • Fluency in English;
  • Knowledge of Arabic and /or Turkish is a plus;
  • Travel within Turkey required;
  • Excellent written and verbal communication skills.
