Description

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

Working in coordination with the humanitarian community, IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. Our activities focus primarily on the supply of vital medications and medical equipment, non-food items, water and sanitation, education and child protection and form part of an over-arching humanitarian response in the region that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.

The IRC is piloting a stand-alone protection programming in northern Idleb, Syria that consists of two elements: 1) protection mobile teams directly implement community and protection services including protection monitoring, referrals, dissemination of information and advocacy to vulnerable Syrian IDPs, and 2) community empowerment through community-based protection and advocacy to increase the ability of IDP communities in Northern Idleb to overcome barriers to durable solutions through training community representation committees to identify needs within their communities, advocate to local government and refer them to service providers for intervention. The IRC is also planning to implement a stand-alone protection programming in Reyhanli, Turkey through community centers and mobile teams that provide direct protection services including protection monitoring, referrals, dissemination of information, advocacy and free legal services to vulnerable Syrian refugees.

SCOPE
The Protection Coordinator will be based in Antakya and will be responsible for overall coordination, management and monitoring of protection programming in both Syria and Turkey. Primary responsibilities will include coordination and representation, technical oversight, staff management and development, administrative supervision, budget management and grants compliance. This position will work closely with the Women’s Protection and Empowerment (WPE) Coordinator and Child Protection (CP) manager. Additionally, the Protection Coordinator will liaise regularly with the Deputy Director of Programming (DDP) and Senior Field Coordinator to ensure that protection principles and best practices are being applied systematically throughout these programs.

S/he will also be responsible for new business development in protection, and will take the lead on protection sector strategy development in both Syria and Turkey. The Protection Coordinator will work extensively with other sectors to ensure that protection principles are being incorporated across programs in Syria and Turkey, and in particular with the WPE Coordinator and the Child Youth and Protection Development team.  The Protection Coordinator will also play a key role in establishing and maintaining strong relationships with relevant donor, government and other stakeholders.

SPECIFIC RESPONSIBILITIES
  • Technical Quality/Program Management
    • Provide strategic direction, leadership and overall technical and management assistance to protection programs in Northern Idleb and Antakya;
    • Provide technical support to Protection Manager and start up and implement IRC protection programs and ensure high quality and synergies between program sectors;
    • Conduct regular field visits in Turkey to assess progress toward objectives, discuss issues and assist in finding solutions to identified challenges;
    • Work closely with and provide ongoing technical support to the Protection Manager to develop training materials/processes and the delivery of trainings to the community representation groups/leaders of targeted IDP communities;  
    • Coordinate closely and liaise regularly with the DDP, Senior Field Coordinator and Grants Coordinator to ensure quality implementation and development of programs and to ensure quality management and compliance to donor requirements;
    • In collaboration with Protection Manager, ensures close management of project work plans, indicators, budgets (budget forecasting, development of spending plans and budget follow-up), timely recruitment, and accurate reporting in accordance with IRC and donor regulations;
    • Work with program teams to ensure projects are implemented in conformity with the IRC program and protection mainstreaming frameworks, international law and protection standards, and national policies;
    • Liaise with Technical Advisor(s) on a regular basis to ensure technical assistance is provided when needed;
    • Maintain effective working relationships with all stakeholders in Turkey, including I/NGOs, government ministries/authorities, UN agencies, NGOs forum, Protection Task Force, etc.; 
    • Work closely with the Protection Task Force and Humanitarian Trends and Analysis Unit focal points to develop and continuously revise a protection network sustainability strategy, coordinating closely with the relevant Technical Advisor and providing targeted feedback to the DDP, Country Director and relevant donors; and
    • Play a key role, together with the DDP, in the development of proposals and fundraising strategies to ensure continued programming.
    • Work closely with the IRC's New York/Lebanon-based Technical Units (ICT Solutions and Protection) and in-country M&E unit and IT to review and recommend/apply appropriate technologies (SMS, electronic data collection, web-based applications, etc.) into the protection programs and to ensure coherence of technical quality and strategy of approaches.
  • Project Monitoring and Evaluation
    • In collaboration with the WPE Coordinator, the DDP and Senior Field Coordinator, and in close collaboration with relevant donors, ensure that safe and confidential mechanisms for collecting information on project activities are developed and implemented;
    • Ensure the implementation of existing M&E systems, provide guidance where needed to improve the effectiveness of these systems and work to ensure output and impact data are captured and used to optimize program quality; and
    • Ensure that all internal and external reporting requirements are met, that reports are of a high quality and are submitted on time.
  • Representation and Advocacy
    • Develop strategic partnerships with local organizations, wherever possible.
    • Play an active role in the planning and execution of the country sector strategies and advocacy strategies in relation to program areas;
    • Work with the IRC Advocacy and Media team to ensure that the needs of targeted populations are taken into account by donor governments, UN and other stakeholders.
    • Regularly attend technical working group meetings and feed in IRC priorities at Antakya and Gaziantep level;
    • Coordinate with the DDP and Senior Field Coordinator to ensure field concerns and challenges are brought to relevant stakeholders for the development of improved standards and procedures; and
    • Uphold and champion the IRC Way Standards for Professional Conduct.
  • Human Resources Management
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
    • Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews.
    • Overall responsible for staff work plans, work and vacation schedules, and staff training/development activities
    • If required, identify staff performance issues and work with Human Resources to document and address these in accordance with the IRC Global HR Policies and Procedures
    • Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system.
    • Clearly define the training needs of health staff and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
    • Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures
    • Lead with commitment, integrity and accountability to the “IRC Way” –  Global Standards for Professional Conduct
  • Professional Standards

Qualifications
  • Advanced university degree in Law, Human Rights or a related field;
  • Minimum 4 years experience implementing protection programming including experience in emergency or post-conflict project management;
  • Demonstrated experience using international human rights standards in protection programming;
  • Demonstrated experience implementing capacity building programs;
  • Strong strategic thinking and proposal writing skills;
  • Strong leadership, staff management and capacity building skills;
  • Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, excellent relationship-building, liaise diplomatically, team player;
  • Ability to live and productively work under stress;
  • Solid expertise in designing and implementing monitoring and evaluation tools and processes, both direct implementation and remote management/implementation of such tools;
  • Familiarity with the use of ICT in reaching marginalized populations.
  • Experience conducting program assessments and ability to analyze of protection trends in constantly changing context ; and
  • Successful track-record in presenting complex issues to various stakeholders effectively, sensitively and with professional poise.

WORK ENVIRONMENT:
  • The position will be based in Hatay, Turkey with travel to Gaziantep, and is an unaccompanied post. The IRC’s security phase for Antakya is currently yellow. The Protection Coordinator will live in shared housing with one other international staff member.
