- GENERAL POSITION SUMMARY:
- The WASH Manager under the supervision of Program Manager (PM) will be responsible for reviewing the design and ensuring the delivery of high quality WASH interventions. The main focus will be on the development of strategies for the continuation of water supply, solid waste management, excreta control and hygiene promotion in a number of different contexts. The position includes developing assessments, designing and supervising baseline and end line surveys (including KAP), developing implementation tools for planning, monitoring and tracking of program activities as well as designing training modules and delivering trainings for Mercy Corps staff, community representatives and project stakeholders. The successful candidate will be providing day-to-day technical support to the PM to ensure Mercy Corps WASH intervention are synchronized and coordinated. The WASH Manager will have strong technical and communication skills, will be able to mentor field teams. S/he will be effective team player, able to work with diversified team in challenging environment. S/he will be representing organization in Health and WASH working groups, as well as before the donor and community stakeholders and contributing to achievements of Agency goals through innovation, program development and displaying expertise in emergency humanitarian programming.PROGRAM/ DEPARTMENT SUMMARY:The program provides emergency food and non-food items to families affected by the Syrian crisis.ESSENTIAL JOB FUNCTIONS:Strategy and Vision
- Assess needs, design interventions and build capacity of Mercy Corps staff, as well as project stakeholders.
- Lead the Mercy Corps team in identifying additional opportunities for medium- and long-term programming;
- Participate in overall strategic planning for the response; ensure linkages into overall programming.
- Assist with new proposal and concept paper development to expand programming efforts.

- Participate in cluster working groups and meetings.
Program- Work with OFDA Program Manager and field-based team to develop a detailed, achievable and realistic plan for implementing the WASH interventions.
- Design and deliver workshop for Mercy Corps staff on effective ways of hygiene promotion
- Design KAP baseline and end line surveys, provide training for data enumerators, oversee data entry and provide the KAP survey report
- Provide technical support to the Program Manager and field teams and advise on the innovative implementation methodologies that will contribute towards effectiveness of Water Supply, Solid Waste Management Excreta Disposal and Hygiene Promotion interventions.
- Monitor field activities to ensure all are implemented according to the plans and implementation strategies
- Present monitoring and evaluation data in a final project report.
Reporting, Monitoring and Evaluation:- Work closely with M&E unit and PM on establishing and maintaining effective activities reporting, monitoring and evaluation systems for both internal and external use in coordination with the program and M&E staff.
Security- Ensure compliance with security procedures and policies as determined by country leadership;
- Proactively ensure that team members operate in a secure environment and are aware of policies.

ACCOUNTABILITY:REPORTS DIRECTLY TO: Program ManagerWORKS DIRECTLY WITH: Field-based logistics and finance teams, HQ-based Program Operations, Finance, and TSU staffKNOWLEDGE AND EXPERIENCE:- Bachelor’s or Master’s Degree in Civil Engineering, Public Health or related field.
- 3-5 years of international relief and development program management experience, in emergency program management.
- At least 3 years on a relief setting with WASH management or management experience; from starting up programs and working in emergency and transitional programming
- Experience from complex and complicated settings with time sensitive deliverables in unstable environments
- Knowledge of humanitarian standards and codes, including SPHERE.
- Knowledge of participatory approaches to hygiene promotion and awareness required
- Experience in designing trainings, workshops and activities curricula
- Demonstrated ability to manage and communicate effectively with team members of varied work styles.
- Demonstrated flexibility and creativity in planning and problem solving.
- Experience with the development, implementation & compliance of USAID (OFDA and FFP)/DFID funded programs.
- Ability to effectively represent Mercy Corps and its interests to key stakeholders.
- Experience working with host governments, national and international NGOs.
- Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
- Excellent oral and written English skills required; proficiency in Turkish or Arabic is as plus
- Ability to work effectively with an ethnically diverse team in a sensitive environment.
- Previous experience in insecure environments.
- Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
SUCCESS FACTORS:The successful Manager will also have proven experience with cross-cultural team and capacity building, individual staff development and strong mentoring skills. The successful candidate will be able to provide technical oversight to large relief programs in an austere environment; be focused on capacity-building of national staff; have strong program support skills, good information management skills and maintain a sense of humor.LIVING /ENVIRONMENTAL CONDITIONS:The position is based in Turkey and is an unaccompanied position. Housing at this point is mixed group and individual apartments. Staff will have access to good medical services in the nearby Turkish city of Gaziantep. This position requires (20% of time) of travel by vehicle to field offices and partner agencies in some less secure environments.Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues. - Job Location
