Description
Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. Working in coordination with the humanitarian community, the IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. Our activities focus on the supply of vital medications and medical equipment, non-food items, water and sanitation and women and children’s protection, and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq and the region that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement. These Terms of Reference outline the proposed conditions and responsibilities of an individual sought for technical support to IRC Turkey/N Syria’s health team to design a nutrition surveillance system. SCOPE OF WORK: The Nutrition Specialist will have responsibility for designing a nutrition surveillance system to be deployed throughout northern Syria. The system should be created together with the northern Syria Nutrition Working Group, its members and other stakeholders. At a minimum, consultations should take place with: Nutrition Working Group, Interim Ministry of Health, ACU's Health Department, SCI, MSF, GOAL, World Vision, Physicians Across Continents, IRC Turkey and Iraq programs, UNICEF, UNOCHA, Food Security and Livelihoods Working Group. RESPONSIBILITIES: The Nutrition Specialist will create a proposal that will: Outline the methodology of the nutrition surveillance system appropriate to the context – to continuously monitor the nutrition situation of children under five throughout N. Syria and identify potential ‘hot spots’ Develop a strategy and MoU to ensure ownership of the surveillance data by the nutrition working group (GOAL recruiting for a chair and IMO now) Feed directly into a project proposal that is to be finalized by late-September 2014 (adapting the proposal and budget for the donor format) Outline a clear staffing structure and budget Outline a clear work plan for the surveillance system, which should begin as soon as possible in the last quarter of 2014 Take existing efforts and considerations of other nutrition actors into account Professional Standards The IRC and IRC workers must adhere to the values and principles outlined in the IRC Way - Standards for Professional Conduct. REQUIREMENTS: A successful candidate will demonstrate the following: Graduate degree – nutrition or similar Demonstrated field-based experience with design of nutrition surveillance systems Good writing skills and experience in writing proposals/concept notes Excellent management and coordination skills Ability to work independently while being a strong team player Place and Period of Performance: Hatay, Turkey, for 4-6 weeks with potential for travel to field sites in Turkey
