Danish Refugee Council is a non-governmental and international organization founded in 1956. The headquarter of the organization is based in Copenhagen, Denmark. The main purpose of the DRC is to provide humanitarian assistance to the people affected by conflict and civil war also refugees and internally displaced people. Now, DRC is looking for a Safety Consultant to work in HatayTurkey, application deadline is 8 January 2015.

Who are we?
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.


The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. In Turkey, DRC works partially through partners, also providing intensive capacity building support, while also conducting direct implementation.

About the job
DRC is looking for a Safety Consultant for its programme in Turkey. In close cooperation with the Senior Management Team and the Regional Safety Advisor, the consultant is responsible for the implementation of the DRC Risk Management System in Turkey and handover of a running system to national Safety Focal Points by the end of the consultancy.

Duties and Responsibilities:
Pursuant to Chapters 19 & 20 of the DRC Operational Handbook, the consultant will:
  • Arrange and coordinate the implementation of DRC’s country safety management policies/procedures/guidelines and advise the management on specific local safety rules and issues at specific project sites, by province and country-wide.
  • Undertake and support others to undertake Risk Assessments (RAs) and facilitate the implementation of mitigation measures.
  • Manage the Safety Level System (SLS) for the programmes.
  • Assist with the implementation of CIMP (critical management plan) by office/location.
  • Facilitate programme access and continuity through the provision of informed advice.
  • Manage safety related information and provide all staff with regular safety updates and advisories.
  • Maintain relevant safety documentation, data and records (training register, incident tracking, maps, etc.)
  • Develop, support and facilitate/deliver safety-related training (for safety focal points as per ToR, and other key staff & volunteers), this includes 1st aid training, safety & personal safety training, drivers’ training, etc. based on an assessment of training needs.
  • Development of pocket guide to safety for field staff/volunteers
  • Train, mentor and provide technical supervision to DRC Safety Focal Points (based on clear ToRs) and other staff with safety management responsibilities.
  • Liaise with UN agencies, NGOs and other external actors to gain safety information and analysis
  • Represent DRC Turkey at inter-agency safety fora.
  • Act as the focal point for the procurement of safety-related equipment, facilities and other resources.
Any other duties as agreed with the DRC Country Director and Regional Safety Advisor.

Reporting Arrangements:
The DRC Country Director is the consultant’s direct line manager and the Regional Safety Advisor serves as the consultant’s technical supervisor.

About you
To be successful in this role, you must have the following qualifications:
  • University degree in relevant discipline
  • At least 3 years’ INGO/ IO safety management experience with a proven ability to develop and implement effective and contextualized protocols and systems
  • Ability to provide conflict analysis (written) is highly desirable
  • Proven experience with delivering safety-related training to both national and international staff members
  • Proven ability to prioritize tasks and meet deadlines
  • Proven ability to work effectively with minimal supervision
  • Stable and robust character, team-player with a good sense of humor
  • Excellent communication skills and fluent in written and spoken English
  • Previous DRC experience is an asset.

We offer
Duration of consultancy: up to 3 months (depending on funding)
Start date:  mid-January 2015
Duty station:  Hatay/ Turkey with regular travel to other DRC bases in the country as directed  by DRC Country Director and/or the RSA

Accommodations will be in a shared DRC guesthouse or when one is not available, a hotel.
Fee and other conditions are in accordance with DRC Turkey’s terms for other consultants in-country.
