The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. In Turkey, DRC works partially through partners, also providing intensive capacity building support, while also conducting direct implementation.
About the job
DRC is currently seeking funds from UNHCR to launch a 1 year protection project to enhance the protection capacities within already existing DRC/DRC supported community centres, through enhanced information and counselling possibilities. Additionally, the proposed project also aims at broadening the capacity for awareness raising in communities surrounding the centres. As the project intends to work with the already existing centres, the position would provide technical and managerial oversight in both areas (Hatay and Sanliurfa). In Hatay, DRC will be directly implementation, in Sanliurfa, implementation will be through a national partner.

Representation
• Represent DRC on protection issues before relevant donors;
• Represent DRC in the protection working and sub working groups and interagency planning workshops;
• Liaise with local authorities, NGOs and other stakeholders to ensure complementarity and smooth implementation of project.
General Programming & operations
• Ensure qualitative and timely implementation of projects activities as agreed with donor;
• Supervise and oversee all activities related to project;
• Report weekly, monthly and quarterly on ongoing achievement and challenges related to the project;
• Participate in developing DRC Turkey strategy by feeding in input from field;
• Ensure common field implementation approach;
• Facilitate and coordinate activities within the team and with other DRC’s departments.

• Monitor, coach and mentor protection staff. Provide on the job training as much as required and adapt trainings/coaching to specific staff needs.
• Help guide protection staff in how to work with capacity building of volunteers, including on culturally sensitive topics/
• Support protection staff on management of volunteers.
Technical supervision
• Finalize guidelines and standard operational protocols for assistance;
• Lead the process of quality assurance of awareness raising sessions.
• Help develop and support referral mechanisms in each location (both internal and external).
Monitoring & Evaluation
• Ensure/facilitate the qualitative and quantitative monitoring of the project through team meetings, post-assistance visits, regular reporting and any other monitoring tools.
• Facilitate the evaluation of the programme internally.
Finance, Procurement and Administration
• Follow up and monitor project budget.
• Review and authorise programme financial documents, including reviewing vouchers and supporting documentation, including that of local partner.
• Ensure familiarity with DRC’s Operational Handbook.
Fundraising / programme development
• Based on a solid understanding of needs of gaps of DRC’s beneficiaries, suggest new concepts and ideas to be proposed to donors.
• Assist the Head of Programme and CD in identifying other funding opportunities.
• Assist the Head of Programme and CD in writing concept-papers and project proposals by participating in brainstorming sessions with DRC staff/partners.

About you
To be successful in this role, you must have the following qualifications:
• Bachelor’s degree or higher in international human rights, law, sociology, social work, or other relevant field.
• At least 3 years of proven international experience in humanitarian protection, advocacy work, and refugee law, with minimum 2 years in a specific protection position
• Capable of leading teams – strong management experience, including working with, mentoring and monitoring local partners.
• Familiarity with community-based protection programming and ability to incorporate lessons learned from similar experiences
• Solid knowledge and experience with UNHCR regulations, procedures and requirements.
• Understands rights and protection issues of refugees, children and women, experience working with Syrian refugees is an advantage;
• Fluency in the English language, both written and verbal. Turkish and/or Arabic are assets.
• Proven analytical and writing skills.
• Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills,
• Able and willing to travel to project locations on a regular basis.
• Able to remotely provide guidance to the teams
• High-level of knowledge and practice with Word, Excel, Outlook, etc. required.
