- PROGRAM/ DEPARTMENT SUMMARY:The Government of Turkey estimates that approximately 900,000 Syrians have sought refuge in Turkey, a majority of which have settled in urban areas. As of end August 2014, nearly 200,000 refugees are residing in Gaziantep. With a strong operational base already established in the city, Mercy Corps is launching the MALUMAT program to improve the utilization of available services by vulnerable urban refugee and host community households.Mercy Corps will work closely with Turkish governmental, non-governmental and business partners to implement a sustainable service delivery package for vulnerable refugee and host communities in the city.
GENERAL POSITION SUMMARY:The Monitoring, Evaluation and Learning (MEL) Manager is an important position in the Mercy Corps Turkey program responsible for playing a lead role in strategy discussions, providing technical assistance on M&E for each program component and developing successful mechanisms for learning. The Monitoring, Evaluation and Learning Manager will be responsible for cross-cutting programmatic information management, monitoring and evaluation, ensuring that information collected is reflected upon, used to improve ongoing programs, and is incorporated into consistently high quality reports and proposal development. The MEL Manager will incorporate all best practices of M&E in the proposal design stage for most effective program management during implementation. In coordination with program directors and team members, s/he will be responsible for developing, coordinating, maintaining and constantly improving the country-wide M&E system, as well as supervising and training M&E staff.ESSENTIAL JOB RESPONSIBILITIES:Technical Leadership- Provide leadership and training in the development of M&E Plans, M&E tools, survey design, methodology, data analysis, and other services as may be required for program monitoring and evaluation.
- Collaborate with external evaluators on the design and roll out of the program baseline and evaluations, while setting up effective systems for learning.
- Lead the recruitment of competent M&E program staff and organize the program teams to perform M&E activities.
- Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including regular reflection and analysis of program monitoring data.
- Provide guidance, recommendations, supervision, and leadership to ensure that the M&E systems meet the needs of programs, and senior leadership.
- Address shortfalls in monitoring, evaluation and information management that affect program implementation.
- Ensure programs use the necessary M&E systems and tools, to inform and improve each individual program, as well as feed into the broader nation-wide M&E system, organizational-wide mission metrics system, and country strategy.
- Take the lead in aligning, collecting and reporting on relevant indicators to the organizational-wide M&E systems, and other external systems as relevant.
Provide Oversight and Management of Data and Information Systems- Develop a Management Information System (MIS) to support data collection, analysis and reporting needs.
- Assist in the processing, analysis and reporting of program data where needed.
- Maintain a comprehensive schedule of private and institutional funding reports for programs and review project/program reports to ensure that reports contain accurate, clear, and high-quality data and presented in the proper format.
- Develop program and operational reporting templates that facilitate the acquisition, aggregation and flow of information in programs.
- Develop country-level M&E database for capturing program-level data which is aligned with country strategic and annual plan.
Team Management- Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
- Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
- Supervise, hire and orient new team members as necessary.
- Provide team members with information, tools and other resources to improve performance and reach objectives.
- Contribute to country team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.
Internal and External Coordination- Strengthen linkages with other internal resources, including the LMS, Digital Library, Hub, and Connect, to enhance organizational learning where relevant to DM&E.
- Maintain close working relationships with DM&E counterparts in other relevant international NGOs, and local NGOs and associations in Turkey.
Strategic Leadership- Participates in the facilitation of country and sector-level strategic planning sessions, assisting program managers and senior management in the development of their annual plans.
Security- Ensure supervisees’ compliance with security procedures and policies as determined by country leadership.
- Proactively ensure that team members operate in a secure environment and are aware of policies.
Organizational Learning: As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve - we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.Accountability to Beneficiaries: Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.SUPERVISORY RESPONSIBILITY: M&E Offıcers.ACCOUNTABILITY:REPORTS DIRECTLY TO: Refugee Program Manager, TurkeyWORKS DIRECTLY WITH: Country Director, Finance, Operations and Program Teams. Coordinate with HQ technical support units in relevant sectors, New Initiatives team and DM&E team.KNOWLEDGE AND EXPERIENCE:- BA/S or equivalent in International Development or a related field required; coursework in research and evaluation methodologies and statistical analysis is preferred.
- 2-4 years of active M&E work experience in emergency and development programming required; ideal candidate will have both theoretical and practical background in M&E and skilled in participatory qualitative and quantitative M&E methodologies and techniques.
- Previous experience living and working in challenging or insecure environments.
- Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on producing quality products.
- Experience with a range of institutional donors such as BPRM, EC, USAID, UN, and DFID.
- Excellent computer skills, including experience with: Excel, PowerPoint, Publisher, SPSS, Access, SQL, and any other statistical packages.
- Commitment to local capacity building and the ability to engage local stakeholders in the project design, implementation and monitoring.
- Fluency in spoken and written English required, fluent Turkish and/or Arabic skills are a plus.
SUCCESS FACTORS:The successful candidate will have an ability to interact effectively with international and national personnel both in a technical advisory and training capacity and will also have an ability to support programmatic objectives with timely and meaningful information. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is essential, as is an impeccable, professional standard of M&E and reporting and a willingness and ability to ensure compliance with Mercy Corps and donor policies and procedures. The M&E Manager must be willing to travel regularly to Mercy Corps project sites.LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:The position is based in Gaziantep, Turkey. Housing will be in individual accommodation with freedom of movement beyond the house/office. Staff will have access to good medical services in Gaziantep. Electricity and water are not common problem in this city. The location will be unaccompanied and is eligible for Rest & Relaxation benefits only.Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting.
