Founded in 1933, the International Rescue Committee is a leading international organization working in relief, rehabilitation, and post-conflict development for those uprooted or affected by violent conflict and oppression.
Working in coordination with the humanitarian community, the IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. Our activities focus on the supply of vital medications and medical equipment, non-food items, water and sanitation and the protection of women, children, and families. Interventions are designed to support existing social and economic structures and coping mechanisms and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq and the region that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.
SCOPE OF WORK
The Economic Recovery & Development (ERD) Coordinator will oversee the development, implementation, monitoring and evaluation of effective household security and livelihood program activities based in/ from Turkey. The IRC’s ERD programming relies on a market-based approach to the greatest extent possible – meeting the urgent priority food security and livelihood needs of displaced populations without compromising existing market structures and mechanisms as well as looking towards future livelihoods development opportunities.
By working closely with the economic technical advisors and the various sector coordinators within the Turkey program, the ERD Coordinator will lead the development of partnerships with relevant market actors, local and sister organizations and government offices; develop proposals and planning for program growth; and support the development of new and innovative approaches to economic programs. He/she will liaise with senior management, headquarters staff and relevant advocacy and business development staff to ensure economic programming both responds to the needs of the populations IRC serves as well as existing evidence base.
The ERD Coordinator manages all ERD staff, with a strong emphasis on providing technical support and coaching to ensure successful and quality implementation of programmatic activities. The ERD Coordinator will report to the Deputy Director of Programs.
RESPONSIBILITIES
  • Technical Quality & Program Strategy Development
    • Provide technical and management leadership of food security and livelihoods programming in Northern Syria and Turkey with a specific focus on voucher and cash distribution systems development in accordance with best practice and IRC policy
    • Assess the appropriateness of different programming options and appropriateness of different program activities and ensure implementation modalities best respond the needs and context
    • Leads development of country sector strategic direction and plans including expanding economic programming based on needs of target populations in both Northern Syria and Turkey
    • Liaise with economic advisors within the technical unit to ensure relevant support, tools and resources are being provided
  • Human Resources Management
    • Build and supervises an ERD team with specific technical expertise in relevant areas (food security, agriculture, cash and enterprise/employment development) meets technical program needs
    • Build capacity of the team under his/her supervision in the different selected program methodologies, and to provide ongoing coaching and support of staff to ensure high-quality program implementation
    • Identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
    • Overall responsibility for staff timesheets, work plans, vacation schedules, and staff training/development activities
    • Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff and as a part of the annual Performance Review and Planning Process
    • Adhere to and act in accordance with the IRC Global HR Policies and Procedures
  • Grant Planning, Implementation & Business Development
    • Responsible for the achievement of the IRC’s food security and livelihoods program objectives within overall grant timeline
    • Anticipate, plan and manage programmatic and structural transitions
    • Has significant budget authority to pre-approved limits and responsibility for budget development and compliance
    • Develop relevant monitoring tools and adapt them to the different program methodologies
    • Ensure regular field monitoring and modifications as required
    • Ensure the IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality
    • Support the identification of opportunities and development of food security and livelihoods programming concepts and proposals in collaboration with country program senior management, business development staff and economic advisors
  • Partner Identification & Management
    • Oversee the IRC’s relationship with implementing partners specific to this project
    • Ensure regular performance monitoring of partners to achieve the set project’s objectives; provide technical support and guidance;
    • Where possible identify new partners (including private sector) to support food security and livelihoods program activities
    • Coordination & Representation
    • Develops and maintains effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy and resolving problems/conflicts
    • Work closely and coordinates with IRC technical unit, logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in grant opening/closing and review meetings and participation in bids opening and review
PROFESSIONAL STANDARDS
The IRC and IRC workers must adhere to the values and principles outlined in the IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.
REQUIREMENTS
  • Bachelor degree in social agriculture, economics, social science, public health or related field required. Master Degree preferred
  • Minimum of 5 years professional experience in economic programming, applying technical expertise in food security, livelihoods, and economic recovery
  • Strong managerial experience required
  • Experience with cash transfer programming and market-based emergency responses strongly desired
  • Prior experience working in emergency settings, insecure environments, or remote-management situations preferred
  • Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills
  • Strong written and oral communication skills, effective in representation and liaison with external parties
  • Must be capable of applying their skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well
  • Fluency in English required, Arabic a distinct advantage
WORK ENVIRONMENT
The position will be based in Hatay, Turkey and will be provided shared housing. The ERD Coordinator will be required to travel to project locations in the country and surrounding region.
