Description

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.
Working in coordination with the humanitarian community, IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. Our activities focus primarily on the supply of vital medications and medical equipment, non-food items, water and sanitation, education and child protection and form part of an over-arching humanitarian response in the region that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.
The Humanitarian Trends and Analysis Unit (HTAU) was developed as a collaborative initiative involving the NGO Forum for northern Syria and the Syria Needs Analysis Project (SNAP / ACAPS). The crisis in Syria is often defined as a protection crisis because of the types of issues affecting the civilian population.  The HTAU will contribute to highlighting some of the challenges faced by the civilian population. The Unit has three primary goals:
  1. to inform humanitarian programming in order to develop a more effective protection response;
  2. to provide evidence to drive advocacy activities of the NGO Forum and its members; and
  3. to support the monthly production of a short briefs on critical trends in northern Syria.
The HTAU will provide a service to the humanitarian community working in northern Syria via a searchable platform designed to capture trends and patterns.  Rather than a data collection effort, the HTAU seeks to provide the humanitarian community with a consistent method for capturing reports and existing knowledge of staff coming from Syria, and a platform through which to share and independently analyse these as a community.  This data will compliment discrete assessment efforts coordinated by the Syrian Assessment and Monitoring Initiative (SAMI).
Scope of work
The HTAU Coorinator will lead the unit, facilitating the contribution of data across implementing partners, managing the data and producing timely reports. The position is seconded to the NGO Forum and reports to the NGO Forum Coordinator.
Specific duties include:
  • Collaborate closely with SNAP to identify key issues that require monitoring and lead prioritization of data collection
  • Lead the analysis of data, including patterns and trendsPopulate and manage the data platform
  • Produce a monthly report on key trends in northern Syria
  • Develop thematic reports in conjunction with SNAP staff
  • Drive and facilitate systematic input from all members of the NGO Forum and other stakeholders
  • Assist with special requests for information, including the production of special reports
  • Assist in mapping areas where there are concerning trends that develop in order to bring them to the attention of  relevant actors
  • Provide support to debriefers through regular visits to answer questions/address problems as they arise
  • Participate in inter-agency meetings and sector working groups
  • In partnership with all stakeholders, continuously review the relevance and suitability of the framework’s design, as well as what and how information is collected and analysed
  • Review safety mechanisms for staff and organisations contributing to the HTAU to ensure they are not put at risk by contributing to this mechanism
Professional Standards
The IRC and IRC workers must adhere to the values and principles outlined in the IRC Way - Standards for Professional Conduct.  These are Integrity, Service, and Accountability.  In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.
Qualifications
  • Master’s degree in human rights or relevant social sciences
  • At least five years’ experience in protection, including protection monitoring, reporting, research and advocacy in conflict situations
  • Experience designing and managing data platforms and collection tools
  • Excellent knowledge of the relevant international legal frameworks
  • An understanding of the Syrian conflict
  • Good communication skills including ability to gain trust and build relationships
  • Self motivated and excellent observer and surveyor of protection issues in the country
  • Able to work succesfuly under pressure and ability to make timely decisions.
Work Environment
The position will be based in Hatay, Turkey, and is an unaccompanied post. The IRC’s security phase for Antakya  is currently yellow.
