The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. Who are we?
The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. In Turkey, DRC works partially through partners, also providing intensive capacity building support, while also conducting direct implementation.
DRC has ongoing and new projects focused on: identifying and providing regular, monthly assistance to vulnerable families through an e-card system as well as cash in Hatay, Kilis and Sanliurfa; providing access to quality psychosocial and lifeskills services through outreach and community center activities; meeting the critical needs of highly vulnerable Syrians and host community members through in-kind assistance; and improving refugee-host relations through the delivery of mutually-agreed upon communal services.
Duties
The Monitoring Officer is responsible for coordinating and overseeing the implementation of DRC monitoring activities in the Antakya, Sanliurfa and Kilis field office areas.

•  Oversee the implementation and coordination of monitoring activities in Antakya, Sanliurfa & Kilis;
•  In close collaboration with the Project Managers (Sanliurfa, Hatay, & Kilis) and the Grants Manager (Hatay), establish a monitoring framework and structure;
•  Supervision of monitoring volunteers;
•  Particapate in the selection of monitoring volunteers, including clarifying roles and tasks;
•  Manage the team of monitoring volunteers and the daily/weekly/monthly work plan, ensuring that objectives and monitoring targets are met;
•  Work closely with protection, distribution and database staff to consolidate, manage and update beneficiary lists;.
•  Provide training to assistants and volunteers as needed;
•  Follow and ensure compliance with DRC Standard Operational Procedures.
Monitoring responsibilities
•  Test quantitative and qualitative data collection activities at field level;
•  Supervise monitoring teams, and ensure beneficiaries are treated with respect, confidentiality and informed consent;
•  Support distribution, Community Centre and protection staff with the development of monitoring tools to be used in their daily work;
•  Ensure teams conducting home visits can provide information to beneficiaries about access to services, etc;
•  Manage and conduct focus group discussions with beneficiaries, as needed and directed by management;
•  Collect and write up detailed beneficiary case studies;
•  Keep logistics team and supervisor informed of any safety incident that might take place;
•  Solve problems and conflicts that might occur during monitoring and respond to minor complaints coming from beneficiaries.
Reporting and communication
•  Submit weekly and monthly reports to the Grants Manager (Hatay) on achievement and challenges related to monitoring;
•  Protection cases identified and referred in coordination with protection team;
•  Produce periodic monitoring reports for internal stakeholders to ensure programs have accurate and useful data to inform project development;
•  Participate in the internal evaluation of the program;
•  Any other duties as agreed with the DRC Grants Manager/Country Director.
Accountability
•  Ensure that the activities are compliant with DRC accountability principles, including Humanitarian Accountability Partnership (HAP) guidelines.
About you

•  Identify priority activities and assignments; adjust priorities as required.

•  Strong communication skills, both verbal and written, in English and Turkish.
Qualifications, knowledge and skills
•  University degree or advanced training/courses in statistics, socioeconomic studies, international affairs, emergency management, or other related fields;
•  At least two years of relevant professional experience;
•  Voluntary or professional humanitarian experience with a humanitarian aid organization;
•  Fluency in Turkish and/or Arabic; exceptional command of English (written and spoken).
•  Familiarity with concepts of monitoring and evaluation in humanitarian projects

DRC will offer the successful applicant an initial contract for 2 months, renewable dependent on both funding and performance. Salary and conditions are in accordance with DRC Turkey’s Terms of Employment for National Staff.
