About the Partnership Working Group:
                                                Created in May 2014, the Gaziantep-based Partnership Working Group (PWG) will lead on issues of partnership and capacity-building of Syrian and other local NGOs, to achieve results with a tangible benefit for all organizations working in partnership.  Coordination across the areas outlined below will improve the process of engagement, increase the quality of support and capacity-building provided to partner organizations and reduce inefficiencies through combining resources. The PWG is accountable to the Turkey-based NGO Forum. Relief International has been selected as the first INGO Co-chair of the PWG and will hold the seat for six months.

Position Summary:
The Partnership Working Group Coordinator (PWG-C) will be responsible for the overall coordination and management of all activities of the PWG.  He/she will act as the focal point for all members of the working group, ensuring quality and timely delivery of key programmatic developments by any PWG members, while at the same working closely with the Syrian NGO (SNGO) co-chair. The PWG-C will work under direct supervision of RI’s Country Director, while remaining accountable to all PWG members and report to the NGO Forum.  The main objective of the PWG-C is to ensure that the PWG fulfills its core functions.

Position Responsibilities and Duties:
  • Be responsible for arranging and managing all monthly working group meetings, including sharing of meeting minutes and disseminating any information of programming operational areas and technical sectors (with consent of NGOs and respect for information sharing protocols)
  • Serve as key focal point for all PWG members, liaising any concerns or suggestions to PWG Chairs and NGO Forum as needed.
  • Provide regular updates and reports to the NGO Forum as requested by the NGO Forum Secretariat;
  • Within the first three months, lead the PWG in developing a centralized vetting process and capacity assessment process for all potential PWG partner organizations;
  • Oversee a centralized vetting process and capacity assessment process for all potential WG partner organizations, and report all results to WG chair and members;
  • Lead the PWG in realizing its Terms of Reference including:
  1. developing a toolkit for use by all PWG members, which will contain: proposal templates, reporting requirements, procurement and supporting documentation, as to reduce programmatic duplication by PWG members.  Toolkit will streamline procedures for local and “diaspora” NGOs to help them comply with international donor regulations.
  2. developing a ‘good practice’ resource manual for remote management of and remote monitoring of projects.
  3. maintaining a working list of all innovative partnership approaches, and report in monthly meetings any applicable partnership projects which could be implemented with WG members.
  4. maintaining a training calendar of all capacity building trainings available to PWG members.
  5. maintaining a resource manual of all organizational capacity assessments and resultant capacity building plans.
  6. maintaining an active list of all NGO focal points for each key partner; ensuring dedicated support to key partner organizations.
  7. maintaining a resource manual of ‘lessons learned’ of collaboration and partnership approaches.
Qualifications & requirements:
  • Masters degree in International Development, International Affairs, or other relevant degree.
  • Experience in the field of International Education or experience in the design and implementation of capacity-building or training desired.
  • Minimum of five years of experience required, experience in partnership development and training support highly desirable
  • Extensive previous NGO experience.  Experience working in a small or local NGO highly preferred.
  • Knowledge of current partners working in Syrian humanitarian relief or development, and challenges of the current crisis
  • Excellent communications skills, both oral and written.
  • Excellent self-motivation and self-direction skills.
  • Ability to exercise sound judgment and make decisions independently.
  • Extremely flexible and able to carry out all job responsibilities with minimal supervision
  • Creativity and the ability to work with multiple partners
  • Excellent networking and people-skills, given the importance of building trust and stakeholder investment.
  • Experience with proposal development
  • Excellent decision making skills, especially with time-sensitive issues
  • Excellent English speaking and writing required.  Arabic strongly preferred.  Turkish desired, but not required.
