Reports to: Country Director, with technical supervision of Global Finance Director

Summary: The Country Finance Manager (CFM) is responsible for running the day-to-day financial operations of multiple Relief International (RI) programs related to the Syria response including US Government, European Union and United Nations grants. Responsibilities will include the supervision and training of national finance staff in order that the latter will take over primary management of the finance department. The Finance Manager prepares monthly and quarterly financial reports for multiple Relief International programs.

Duration: 6 months, with possibility of extension

Responsibilities:
  • Ensures the smooth day-to-day financial management of the Turkey program through effective supervision and management of the finance team.
  • Collaborates with in-country and Regional and Global Support Offices (RSO, GSO) to implement, improve and maintain financial management policies, systems, structures, and procedures.
  • Plans and supervises work of the country finance staff including tracking and monitoring of procurements and expenditures, and establishes and maintains an office purchasing, inventory, and requisition system. 
  • Proactively identifies areas requiring capacity-building within the finance and administration teams, and implements a structured plan to develop the skills and understanding of finance staff, including regular training and skills development sessions. In particular, supervision and training of Deputy Finance Manager to facilitate progression to CFM.
  • Coordinates compiling of project monthly financial reports for submission to the Global Support Office.
  • Prepares project budget vs. actual reports on a regular basis, at least monthly. 
  • Works closely with the Country Director and program managers to monitor the project budget.
  • Prepares financial reports for submission to donors.
  • Assists project coordinators in ensuring compliance with RI procurements and field accounting policies and procedures, compliance with donor agreements and audit requirements.
  • Works closely with project coordinators over the project implementation planning and cash flow projections.
  • Prepares budget revisions in close coordination with project manager when necessary.
  • Makes sure that financial records and backup documentation are ready for internal and external audits and works closely with external auditors to answer any queries.
Other Duties:
  • Other ad hoc tasks as required by supervisor.
  • This position will require flexibility in undertaking additional tasks as required by the needs in the field.  Hours will often extend beyond a normal 8-hour workday for this salaried position.
