ICANN looking for REGIONAL COUNSEL


Job Description
Performs legal duties and carries out responsibilities in the following areas (including, but not limited to): provision of transactional and non-transactional legal advice, development of legal strategy and strategic processes for ICANN, and assistance in management of detailed contract negotiations.

Key Responsibilities
  • Ensure compliance with national and local laws and regulations.
  • Responsible for the interpretation of regulations and the observance of legal procedures, ensuring that ICANN’s activities comply with laws and guidelines. Recommends opportunities or required changes to take advantage of new legal and regulatory developments and likely trends in region of responsibility.
  • Managing complex legal projects and providing appropriate advice that is informed by risk assessment.
  • Assist with managing ICANN’s legal service activities by outlining policies and implementing, monitoring and controlling projects.
  • Maintain relationships with ICANN employees in region.
  • Support ICANN’s mission of ensuring the availability, interoperability and security of the internet by assisting in the negotiation and interpretation of gTLD registry and registrar contracts when necessary, as well as strategic partnership agreements and documentation of relationships with ccTLD operators.
  • Provide legal counseling for executive management and others about strategic initiatives, policy development proposals or lawsuits.
  • Provides advice to General Counsel as to the selection and retention of external counsel in the region of responsibility and area of expertise, as well as assisting in the supervision and maintenance of relationships with those outside counsel.
  • Identify potential legal issues related to business practices and policies and provide advice to all levels of management and staff.
  • Monitors actions affecting ICANN's rights and as appropriate, assert those rights.
  • Serves as regional liaison to the Corporation’s external counsel as directed by ICANN General Counsel.
  • Responds to all legal claims and legal inquires directed to ICANN within the Region & redirects where appropriate.
  • Other duties as assigned or requested.
The Counsel will serve in a generalist role, particularly in the Istanbul office and in coordination with the rest of the global Legal team.
Required Skills
  • Ability to read and write in English as well as a foreign language prevalent within region (Turkish) at a level sufficient to conduct job-related business transactions preferred.
  • Sound business/legal judgment with ability to balance business objectives and risk, solving legal problems in a high-output, fast moving environment.
  • Experience or understanding of public benefit, non-profit, international organizations or multi-stakeholder environments is a plus.
  • Ability to travel frequently and with short notice.
  • Exceptional written/drafting and verbal communication skills.
  • Proficiency using Word, PowerPoint and Adobe Acrobat Professional.
  • Demonstrated ability to prepare detailed technical reports, correspondence, testimony, and responses to information requests.
  • Demonstrated ability to deliver presentations and speeches to internal and external audiences.
  • Detail-oriented and organized with the ability to multi-task.
  • Ability to work with highly diverse workforce.
  • Ability to work independently (self motivated) and as part of a team.
  • Ability to work in cross-functional teams and experience with project management environment is a plus.
  • Curiosity and passion for the development of the Internet.
Required Experience
  • Minimum 5 years related commercial law, regulatory law or public authority law experience.
  • Knowledge of international contract negotiations and construction preferred.
  • Current license to practice law from a jurisdiction within region required. 
  • Member in good standing with the appropriate bar or other legal authority sufficient to practice law as in-house counsel located in Turkey required.
