Job Mission
Under the authority of the Head of Office and the supervision of the Directorate General of Human Rights and Rule of Law (DG-I) of the Council of Europe in Strasbourg, the Senior Project Officer will carry out multiple assignments to help meet the overall and specific objectives for the implementation of the Council of Europe/European Union Joint Programme 'Strengthening the Capacity of the Turkish Judiciary on Freedom of Expression'.
Employment is limited to the duration of the project. The expected implementation period is 27 months.
Key Activities
The Senior Project Officer will perform the following tasks in accordance with the Council of Europe's procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:- prepare, ensure, manage, follow up and report on the activities of the Project, in accordance with the Project work plan and in close co-operation with the national partners and stakeholders;
  • co-ordinate the organisation and delivery of the activities carried out under the Project with all national stakeholders, national, international and long-term consultants;
  • liaise between the national partners and stakeholders and with DGI and the European Union Delegation in Ankara regarding the implementation of the Project's activities and report any problems encountered; propose priorities and adjustments as necessary;
  • ensure close budgetary follow-up of all activities and expenditures, in accordance with Council of Europe and European Union rules;
  • supervise administrative and logistical support to implement the Project;
  • contribute to the drafting of Project reports in co-operation with the Project team; prepare and submit to DGI any other documentation and reports needed;
  • report to the Project Co-ordinator in the Headquarters on activities in progress and if and when problems occur;
  • support Strasbourg-based staff and short-term consultants when carrying out tasks and missions in the field; assists project long-term/resident consultants;
  • carry out other tasks as may be required connected to the Project's implementation;
  • undertake official journeys in connection with activities described above.
Eligibility Requirements
This local recruitment procedure is open to candidates resident in Turkey.
Nationality: the appointed candidate must be a national of a Council of Europe member State.
Qualification: higher-education qualification.
Experience: at least four years' relevant professional experience contributing to the implementation of technical co-operation or policy-oriented projects, in law, international relations, media, political science or a related field, preferably at an international level.
Language requirements: excellent knowledge of Turkish (mother tongue level); ability to express oneself, present and draft clearly, concisely and convincingly in English.

  • Proven experience and knowledge of policies and best practices in the field of judicial training institutions and freedom of expression, knowledge and understanding of European human rights standards and of the Council of Europe's work in this field.
  • Knowledge of the overall political and social situation in Europe, and in particular in Turkey.
Managerial skills: Management of teams, resources, projects; coaching of others.
Communication and linguistic skills:
  • excellent listening and communication skills;
  • excellent analytical and drafting skills.
ICT skills: sound computer skills of standard tools in office applications (word processing, spreadsheet, data bases, presentation software, outlook, internet/intranet publication).
Interpersonal skills: Service and client orientation, team-work and co-operation. Demonstrated ability to work in a multicultural team.

Desirable: Professional and technical competencies:
  • A university degree in law, media, international relations, social sciences, political science or a related field would be an advantage;
  • Experience of programmes funded by the European Union is desirable.
Communication and linguistic skills: knowledge of French and/or other European languages would be an advantage.

The Organisation
The Council of Europe is a political organisation founded in 1949 in order to promote greater unity between its members. It now numbers 47 member States. The Organisation's main aims are to promote democracy, human rights and the rule of law, and to develop common responses to political, social, cultural and legal challenges in its member States. Their activities allow the Council of Europe to influence legislative and other reforms, to provide expertise in the Organisation's fields of competence and to develop effective training programmes. The CoE Offices co-ordinate initiatives with the UN, the OSCE and EU.
