Job Mission
Under the authority of the Head of Office and the supervision of the Directorate General of Human Rights and Rule of Law (DG-I) of the Council of Europe in Strasbourg, the Project Assistant will provide administrative support to the Project team during the implementation of the Council of Europe/European Union Joint Programme 'Strengthening the Capacity of the Turkish Judiciary on Freedom of Expression'.
Employment is limited to the duration of the project. The expected implementation period is 27 months.
Key Activities
The Project Assistant will perform the following tasks in accordance with the Council of Europe's procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:
  • Provide logistical and administrative assistance to the project team and international and national consultants, in the planning, organisation and follow-up of the project activities, in accordance with the Project work plan and in co-operation with the national partners and stakeholders;
  • Follow up work or activities in progress and report to the supervisor, especially if and when problems occur;
  • Make practical arrangements connected to project activities and meetings (travel, visa requests, accommodation and meeting venue bookings, local transport arrangements, interpretation);
  • Draft and format correspondence, memos, documents, contract letters and financial arrangements in line with instructions and relevant procedures;
  • Prepare the submission of financial support documents for final payment and reimbursement of experts; provide and verify any other financial information and documentation as regards the activities implemented;
  • Organise and keep project correspondence, documents and files up to date (activity planning, official reports, expertise and other documents, outgoing and incoming correspondence, contact lists);
  • Seek and collect information, documentation and data; distribute information or documentation to the persons or work unit concerned;
  • Maintain internal and external contacts;
  • Undertake official journeys in connection with activities in connection with activities described above;
  • Carry out other tasks as may be required connected to the project implementation.
Eligibility Requirements
This local recruitment procedure is open to candidates resident in Turkey.
Nationality: the appointed candidate must be a national of a Council of Europe member State.
Qualification: completed secondary education followed by an appropriate professional qualification in secretarial/administrative studies or similar.
Experience: at least two years' relevant professional experience; experience of administrative/ secretarial duties.
Language requirements: excellent knowledge of Turkish (mother tongue level); ability to express oneself, present and draft clearly, concisely and convincingly in English.
Competencies
Essential
Planning and work organisation: ability to work under pressure, deal with multiple tasks and respect deadlines.
ICT skills: Sound computer skills of standard tools in office applications (word processing, spreadsheet, data bases, presentation software, outlook, internet/intranet publication).
Interpersonal skills: Service and client orientation, team-work and co-operation. Demonstrated ability to work in a multicultural team.
Desirable
Professional and technical competencies: Experience in contributing to the implementation of international co-operation activities would be an advantage.
Communication and linguistic skills: Knowledge of French or other European languages would be an advantage.

The Organisation
The Council of Europe is a political organisation founded in 1949 in order to promote greater unity between its members. It now numbers 47 member States. The Organisation's main aims are to promote democracy, human rights and the rule of law, and to develop common responses to political, social, cultural and legal challenges in its member States. Their activities allow the Council of Europe to influence legislative and other reforms, to provide expertise in the Organisation's fields of competence and to develop effective training programmes. The CoE Offices co-ordinate initiatives with the UN, the OSCE and EU.
