Contract: Service Contract (SC7)
Duration: Till 31 December 2014(extendable)
Duty Station: Hatay
Accountabilities: Within
delegated authority, the Senior Programme Assistant will
be reporting to the head of Sub office, Gaziantep and will be responsible for
the following duties:
§ Conducting monitoring and
evaluation activities together with the Field Monitoring team in all refugee
camps supported by the WFP food assistance programme.
§ Consolidate and evaluate
data collected during monitoring visits to camps including beneficiary and
market monitoring forms.
§ Planning of the
monitoring missions to camps in Gaziantep, Hatay and Urfa in coordination with
the Head of Office
§ Assist in the planning
and the organization of meetings and briefing sessions to identify and analyze problems
in relation to the food assistance programme and recommend solutions.
§ Assist in the organization
of project planning missions, meetings and briefing sessions to help identify
and analyze problems and recommendations for improvement.
§ Monitor, update and track
data related to project on implementation issues and ensure accuracy of data related
to programme implementation activities.
§ Assist in compiling daily,
weekly and monthly statistics generated from team monitoring visits
§ Maintain records on
programme activities; make information available for the team and supervisor.
§ In coordination with and
assistance of the head of sub office, provide
guidance, on-the-job training and assistance to Field Monitors and other support
staff;
§ Accompany Head of Office
in meetings with government officials and partner organizations on field level and
prepare notes of the meetings for the Head of Office
§ Participate, in
coordination with the head of office in assessment missions to new camps and
the proposed expanded camps to implement the programme
§ Participate in and
support donor and official visits to camps as required.
§ Involved in the assessment
of the contracted shops with the team and the provision of advisories for
advisory of the vendors to ensure proper implementation.
§ Assist with the
assessment of new shops to be contracted outside the camps – liaise with TRC on
all issues of shop contracts to ensure compliance measures in place in the
contracts
§ Participate in required
assessments of bakeries in Gaziantep to contract for Emergency Preparedness in
Syria involving negotiations with the assistance of the head of office.
§ Assistance in providing
inputs for programme related reports on regular basis.
§ Organization of project planning
missions, meetings and briefing sessions to identify and analyze problems and
recommend feasible solutions.
§ Assist in planning and implementation
of support project for urban refugees across larger centres of southern Turkey
§ Undertake advocacy and information
related tasks for project/programme activities such as making interventions and
presentations in meetings, workshops, seminars, missions, etc.
§ Assist in rapid assessments, and community
leaders or camp managers education sessions
§ Participate in discussions on
new/revised procedures and practices; interpretation and assessment of the
impact of changes and made and follow up on implementation of recommendations
§ Ensure that trips for staff involved
in field missions are prepared and approved by the concerned authorities.
§ Perform other related
duties as required.
Qualifications &
Education requirements:
Education: Secondary school
education, Bachelor degree in related field is an asset, preferably
supplemented by courses in human resources, public administration, transport,
development economics or other related field.
Experience: At least six years of progressively responsible experience of which at
least one year closely related to operations, food aid related work or other
related field. Training and/or experience utilizing
computers including word processing, spreadsheet and other software packages.
Language: Fluency in both oral and written communication in English and Turkish. Arabic highly desirable
