FUNCTIONS:
Under the supervision of the Head of Unit in the Policy Development Unit, the incumbent reports to the Associate Community Outreach Officer and closely work with the other staff members in the field and in the other units in particular with the Protection Unit and Programme Unit.
The Community-based Protection Associate is to act as a critical interface between UNHCR and communities of concern, providing an AGD sensitive analysis of community risks and capacities that form the essential foundations to all UNHCR work in a given country context. The Community-based Protection Associate is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern (children, women, survivors of SGBV, including men and boys) by analysing the information gathered through participatory assessments, field missions and IPs and identify opportunities to mainstream protection methodologies and integrate protection safeguards in operational responses in all sectors. The Community-based Protection Associate is expected to provide up-to-date information and analysis on a variety of areas to the Assoc. Community Outreach Officer who will be drafting recommendations on reception and protection strategies to be shared with the national authorities.
In coordination with other UNHCR staff, State institutions, NGO partners and other stakeholders, Community-based Protection Associate works directly with communities to leverage their capacities for community-based protection.
The Community-based Protection Associate also ensures that persons of concern are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.
RESPONSIBILITIES:
· Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
· Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
· Monitor Standard Operating Procedures (SOPs) for all CP/SGBV activities.
· Work with implementing and operational partners as well as with displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health,
· organisational and livelihood concerns as well as child protection and prevention and response to SGBV.
· Assist functional units, the Multi-Functional Team (MFT) and senior management to integrate participatory and community-based approaches in the overall protection delivery strategy and operational procedures.
· Work with host communities to identify opportunities for national civil society involvement in improving the protection of persons of concern.
· Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners.
· Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures.
QUALIFICATIONS:
Education and skills :
· Completion of secondary school. Additional certificate/training in International Law, Political Science or related field is required.
· Good computer skills.
· Completed Protection Learning Programme.
