In the wake of movements for revolutionary change across the Arab Levant and Maghreb, civil protests against the Assad regime began in Syria in spring 2011. Over the past 20 months, civil war has proliferated across the country. In the same period, the response by the regime has grown progressively more repressive and violent, culminating in the almost continuous use of heavy weaponry against densely populated urban areas in concert with indiscriminate shooting, arbitrary arrest, torture and killing of citizens by internal security forces. The IRC maintains humanitarian programming across the region focused on aiding those affected by the crisis. Programming is focusing on providing medical, protection as well as environmental health assistance, to those most in need.
SCOPE OF WORK:
The role of the M&E Coordinator will be to set up and maintain a remote and direct monitoring system to ensure that targeting of aid delivery and quality standards are applied. This will include ensuring strong tracking of program planning (including commodity transfers as well as partner-led programs in NFI, medical and cash assistance), ensure monitoring, evaluation and accountability system are in place and implemented and reporting, in order to liaise with all program coordinators to compare planned verses actual program performance and advise on changes to the monitoring system.
The M&E Coordinator will report to the Deputy Director for Accountability and Learning and work closely with all program coordinators.
RESPONSIBILITIES:
- Program Monitoring Evaluation and Learning
- Lead the independent M&E team with technical guidance and budget management to ensure that M&E systems are successfully implemented.
- Develop and document an M&E Framework and indicator tracking sheet for the country program, bringing together tools and outlining systems. Develop new tools as required.
- Develop program and operational reporting templates that facilitate the acquisition and aggregation of information in program.
- Ensure that routine project assessment and monitoring takes place on time (need assessment, including distribution monitoring, post-distribution monitoring and satisfaction surveys with stakeholders.
- Coordinate compilation and dissemination of M&E-related sections of Annual, Quarterly, and other reports for the program.
- Liaise with Program Coordinators to develop systematic and realistic assessment and monitoring plans/tools that capture quantitative and qualitative data to report on project performance indicators and ensure rigorous, robust and innovative monitoring and evaluation, accountability and learning strategy including beneficiary feedback and complaint mechanism.
- Co-ordinate, supervise and review all surveys, baselines/endlines, assessments and evaluations, designing tools and sampling methodologies, training teams and planning fieldwork Oversee the effective communication and use of monitoring data and feedback/complaints to improve current programming, including development of agreed recommendations to ensure continual improvements to the quality and appropriateness of program activities
- Feed into the overall program strategy, providing data and analysis as required for strategic purposes and new program design, including proposal development. Design results frameworks ensuring that indicators are SMART and that required M&E equipment and staffing are budgeted for.
- Facilitate documentation and reporting of assessments, program data, lessons learnt and best practices for internal and external sharing.
- Provide capacity building, technical support and training to the M&E team as well as the Program Team on all areas of M&E.
- Promote and strengthen the understanding of the importance of M&E within the country team and the use and /or analysis of M&E systems during program design and implementation.
- Produce/contribute to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements
- Data management, analysis and technical support:
- Provide quality control and oversight for the online indicator reporting/tracking system.
- Act as the overall focal point for CTS (Commodity Tracking System). Including close coordination with ICT solution architect and monitoring manager in Jordan. Specifically, ensure that system design is meeting program requirement and roll-out completed;
- Lead on the CTS training for partners and IRC staff and lessons learned workshop.
- Ensure timely delivery of generating, scanning and pasting QR stickers on all the assistance distributing through partners.
- Develop and update user manual for both mobile data collection and CTS
- Develop centralize data management tool and interface, which can work for data management and mining for all Turkey programs. Ensure relevant stakeholder have access to right information.
- Explore new and innovative approaches for direct and remote monitoring in highly security sensitive environment.
- Ensure appropriate use of mobile data collection tools are in place including KOBO, ODK etc.
- Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results on the bases of assessment and monitoring data.
- Analysis and present each assessment report to the specific program coordinator and all.
- Manage and share data with specific program coordinator upon request.
- Support all program, coordinators in Creating and maintaining strategies and implementation plans on joint database for all camp IDPs where IRC is currently working
- Provide leadership on technical aspects of data analysis, roll-out of program specific surveys and rapid assessments.
- Track the quality and timeliness of various partners and immediately raise any concerns with the IRC grants person or program coordinator for further follow-up
- Human Resources Management
- Supervise a team of 37 staff including M&E manager(s), officer(s), and assistants, delineating their responsibilities by grant/project specific in order to support programmatic activities and ensure these are monitored and evaluated in a timely, efficient and effective matter.
- Coach, train, and mentor M&E staff with the aim of strengthening their technical capacity, exchanging knowledge within the M&E team and providing professional development guidance in conjunction with the DDAL
- Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews.
- Provide constructive feedback and counsel on appropriate career paths and professional development.
- Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
- Offer leadership support for successful adherence by all staff to IRC’s Global HR Operating Policies and Procedures.
- Other duties as assigned by the supervisor to enable and develop IRC programs.

REQUIREMENTS:
- Bachelors degree in social sciences ideal or related field
- Minimum 5 years professional experience in international project management (essential)
- 3 to 5 years of Monitoring and Evaluation experience (essential)
- 1 to 2 years Financial or budget management – ability to put together a budget and to follow up on expenses, track grant disbursements (essential)
- At least 3 years of demonstrated successful leadership and management experience, including active mentoring and coaching, preferably with teams in cross-cultural setting
- Capacity to produce high-quality briefs and reports in English
- Experience in program design and M&E plan development
- Ability to design M&E tools, surveys, surveillance systems, and evaluations
- Demonstrated ability to train and build capacity of others
- Previous experience with designing and maintaining M&E systems required
- Strong computer skills required
- Proven abilities in developing monitoring plans, data collection, information management, use of databases, and analysis and performance monitoring
- Experience with both qualitative and quantitative data collection, analysis, and translation of results into action
- Proven experience working with partners and/or in the context of remote management strongly preferred
- Previous experience with mobile data collection (Kobo, ODK, CsPro) and GIS mapping preferred
- INGO experience preferred
- Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well
- Fluency in English required, Arabic language skills preferred
WORK ENVIRONMENT:
The position will be based in Hatay, Turkey, and is an unaccompanied post. The IRC’s security phase for Hatay is currently yellow. |
