Purpose of the Position
UNICEF's actions to promote child rights in Turkey, including the prevention and monitoring of their violations through the formal education, justice and care systems, as well as the active implementation of participation rights, has contributed over the years to the dynamic growth of specialised professional, multidisciplinary, inter-sectorial interventions and initiatives in line with international standards. As a result, UNICEF is best placed to rapidly mobilise key partners, as well as human and methodological resources necessary to enhance the development of safe, participatory, inclusive remedial educational and recreational activities.
Based in Ankara, the incumbent will be accountable for formulation, design, planning, implementing, monitoring and evaluation of Child Protection programme(s) in the refugees camp and in host communities in Turkey, to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives.

Key Expected Results
1.Timely sectorial analysis, input, support and collaboration to the Situation Analysis on child protection and its periodic update made for effective programme planning, development and management. This includes establishment and implementation of a system for monitoring, verifying and reporting information on violations and realization of the rights of refugee Syrian children.
2.UNICEF's global goals effectively promoted through advocacy and policy dialogue with the sectors responsible for Child Protection.
3.Knowledge management effectively promoted through drafting/finalizing key Child Protection sectoral programme documents and reports, sharing good practice, lessons learned, and knowledge/information exchange.
4.Quality of rights-based Child Protection programmes effectively promoted. Coherence, synergy and value added to programme management process through results-based management.
5.Sectorial work plan and activities formulated, implemented and monitored, ensuring alignment with the defined programme strategies and approaches.
6.Programme delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures, to address the needs of vulnerable boys and girls (unaccompanied/separated children, children in conflict with the law, victims/survivors of GBV, etc.).
7.Proper and timely UNICEF and Government accountability ensured regarding supply and non-supply assistance as well as disbursement of programme funds for the Child Protection sector.
8.Effective communication and networking achieved through partnership and collaboration, including effective leadership established for both cluster areas of responsibility (Child Protection and Gender Based Violence).

1. Education
Advanced university degree, preferably in social work, law, social sciences, child psychology, or another relevant field. A combination of relevant academic background (i.e. a first level university degree or advanced technician's certificate/diploma, e.g. BTSA) and relevant work experience may be accepted in lieu of the advanced university degree.
2. Work Experience
Five years of professional work experience at national and international levels in child protection, including minimum three years of field work in emergency setting. Familiarity with UN system.
3. Language Proficiency
Spoken and written fluency in English. Fluency in Arabic and/or Turkish is an asset.
