The Coordinator will be responsible for leading humanıtarıan coordınatıon actıvıtıes for the NGO Forum for northern Syria.
Background
The NGO Forum for NGOs operatıng ın northern Syrıa was establıshed ın 2013 to facılıtate ınformatıon sharıng and coordınatıon actıvıtıes ın order to posıtıvely ıncrease the ımpact of humanıtarıan actıvıtıes ın northern Syrıa. The NGO Forum welcomes partıcıpatıon from ınternatıonal and local NGOs provıdıng humanıtarıan assıstance ın northern Syrıa.  The NGO Forum for NGOs operatıng ın northern Syrıa works closely wıth Syrıan and ınternatıonal NGOs, as well non-tradıtıonal humanıtarıan actors, and Unıted Natıons agencıes, departments and offıces.  The NGO Forum is committed to working with existing coordination mechanisms in Turkey and Syria.
The humanitarian community operating in southern Turkey and northern Syria is an extremely rich and diverse collection of actors. The NGO Forum acknowledges this richness and is actively encouraging the development of cooperative and collaborative platforms for capacity development and training, information exchange, and cooperation.  The NGO Forum recognizes the likely long-term nature of this crisis and is keen to see an integration of emergency and stabilization activities where appropriate, as well as a greater role for local organisations and civil society groups.
The NGO Forum has an important role to play in minimising gaps and duplication in humanitarian activities, including support and management functions performed in Turkey. The successful candidate will contribute to ensuring appropriate, accountable, and effective humanitarian action in northern Syria by harmonizing NGO collective opinions, by addressing issues not considered by UN-led mechanisms, and by providing consistent and constructive advocacy from within the NGO community.
The role
Under the overall supervision of NGO Forum Steering Committee, the Coordinator will have the following duties:
  • The NGO Forum Coordinator is responsible for facilitating coordination between the NGO Forum members including sharing of information between members, and to external stakeholders.
  • The NGO Forum Coordinator represents and advocates to external stakeholders in close collaboration with the NGO community, and along with the NGO Steering Committee, represents the NGO Forum at high-level meetings.
  • Provides information, briefings, presentations on the function and structure of the humanitarian NGO community in northern Syria and southern Turkey.
  • Develops productive relationships with key individuals in relevant government as required in close collaboration with the NGO forum Steering Committee, including ministries, civil society, counterpart institutions, the foreign and local NGO community, UN agencies and offices, diplomatic missions, and donors.
  • Ensures transparent coordination mechanisms and regular information-sharing between NGOs.
  • Schedules NGO Community meetings and NGO Forum Steering Committee meetings, drafts agendas, invite external speakers and follow up on relevant action points including the distribution of meeting minutes.
  • Represents NGOs at HLG (HCT), Inter-Sector Coordination Group, and ad hoc coordination groups, meetings and initiatives.
  • Liaises with NGO coordination platforms in neighbouring countries in the region.
  • The NGO Forum Coordinator is responsible for the management of the NGO Secretariat and the support services that are provided through this structure, including day-to-day management of secretariat personnel and resources, in order that they meet the needs and priorities of the NGO community.
  • Provides leadership and direction, promote professional working relationships, and encourages staff.  Conducts regular performance appraisals identifying capacity building needs and further career objectives for NGO Forum personnel.
Experience and skills
The successful candidate will have:
  • At least ten years of humanitarian experience, of which at least four-years were as head of mission or director of programs level;
  • At least two years’ experience working on strategic level issues;
  • Significant experience coordinating humanitarian activities within a UN-lead cluster system;
  • Experience with HCTs, ISCGs, and other IASC coordination mechanisms;
  • Experience working with LNGOs and implementing partners;
  • Experience managing remote-operations; and
  • Post-graduate degree in development, international relations, international law, or similar degree.
