Based in Copenhagen, Denmark, the Global Portfolio Services Office (GPSO) develops and manages a portfolio of projects and services delivered in various locations across the globe.
GPSO supports partners such as the World Bank, the European Union, the Department of Peacekeeping operations, the United Nations Mine Action Service, the Global Fund, and the Millennium Challenge Corporation, amongst others.
This global portfolio constitutes a substantial volume of UNOPS project delivery.
Background Information - Development Group Cluster
Development Group Cluster
UNOPS Development Group Cluster is based in the GPSO - New York Office and supports a diverse and complex portfolio including partners such as the United Nations Development Programme (the Bureau for Development Policy, the Special Unit for South-South Cooperation), the United Nations Population Fund, the United Nations Secretariat and a broadening community of primarily New York-based UN partners in the delivery of project management, implementation and administration services.
Functional Responsibilities
The Project Coordinator will be primarily responsible for the following activities:
Implement the global activities (30%):
- Under the guidance of the LECB Programme Manager and in consultation with the Global Advisory Committee, the Project Coordinator will contribute to the development of the Annual work plan for global activities.
- Collaborate with the Senior Advisor to coordinate the implementation of the project, monitor activities outlined in the work plan, evaluate their impact and make recommendations for adjustments to GSP’s technical assistance strategy to address emerging needs priorities.
- Create roster of expert institutions (regional, sub-regional and International Centers of Excellence and other relevant institutions) to be shared globally;
- Draft Terms of Reference for technical assistance subcontracts with regional, sub-regional institutions and national and international consultants;
- Monitor subcontracts for technical assistance from national and international consultants, and regional, sub-regional and international centers of excellence related to capacity building, and training on the basis of countries’ priorities and needs;
- Provide regular reports to the Global Advisory Committee members and the GEF Sec highlighting progress of the programme and lessons learnt;
- Report on progress and delivery of expected outputs under subcontracts and ensure that work schedules are adhered to and assure quality control.
Provide technical inputs and technical backstopping to countries (70%)
- Make recommendations to improve the quality of national projects, implementation, outputs and impact with a particular focus on climate vulnerability and adaptation;
- Support national teams and country offices in identifying opportunities for follow-on projects after project completion;
- Develop and implement the knowledge management component of the project, including global and regional workshops, exchanges;
- Lead the development of the scheduled guidelines, manuals and other programmatic tools to assist countries in preparing their NCs and BURs;
- Provide technical assistance to country teams in the field of vulnerability and adaptation, tailoring the programme’s direction in light of identified capacity building and technical backstopping support needs;
- Coordinate the creation and implementation of the GSP technical assistance and knowledge networks, particularly focusing on vulnerability and adaptation;
- Provide technical inputs to the identification, organization and roll-out of workshops at the global, regional and where needed national levels;
- Create the implementation of the GSP communication and outreach strategy;
- Develop project outreach and public relations materials, including material and side events at the UNFCCC COPs.
The results of the work of the Project Coordinator contribute to technical support that UNDP provides to the National Communication, Biennial Update Reports and Intended Nationally Determined Contributions in participating countries. In this context, the activities carried out by the Project Coordinator will help UNDP and GEF strengthen the relations with the Government counterparts in this areas of work.

Education/Experience/Language requirements
Education:
- Master’s degree in Environmental Management, Natural Sciences, Geography, Agronomy, Economics or other closely related field
Experience:
- Minimum five (5) years professional working experience in fields related to climate change, climate vulnerability and adaptation or closely related issues;
- At least three (3) years of experience working on National Communications and Biennial Update Reports, at the national or international level;
- Demonstrated experience in working with multi-year projects with a global outreach in the field of climate change;
- Demonstrated experience in capacity building related activites;
- Experience working with international and national environment NGO community, bilateral, multilateral donors, and international organizations, including proven success in resource mobilization;
- Excellent organizational, diplomatic, networking, conflict resolution and communication skills;
- Experience with the GEF, preferably including at both project formulation and implementation levels, is advantageous;
- Demonstrated experience in developing countries is an asset.
Language Requirements:
- Excellent knowledge of English; working knowledge of Spanish and/or French is a strong asset.
