Background

Under the guidance and direct supervision of the Administrative and Finance Officer, the ICT Support Assistant provides ICT and related operational support services to the OCHA Office, including daily technical support to users of information management tools and technological infrastructure. The ICT Support Assistant promotes a client-oriented approach.

The ICT Support Assistant works in close collaboration with the Front Office, Management, Programme and Operations teams in the Gaziantep and UNDP HQ staff for resolving complex ICT-related issues.

Duties and Responsibilities
Summary of key functions:

  1. Implementation of ICT management systems and strategies
  2. Effective functioning of the CO hardware and software packages
  3. Support to networks administration
  4. Provision of administrative support
  5. Facilitation of knowledge building and knowledge sharing


1. Supports implementation of ICT management systems and strategies, focusing on achievement of the following results:

  1. Compliance with corporate information management and technology standards, guidelines and procedures for the OCHA Turkey office technology environment.
  2. Support to the use of lotus notes functionality for improved business results and improved client services.
  3. Provision of inputs to the OCHA Turkey office administrative business processes mapping and implementation of the internal standard operating procedures (SOPs).
  4. Provision of inputs to preparation of results-oriented workplans and costplans.


2. Ensures effective functioning of the OCHA Turkey office hardware and software packages, focusing on the achievement of the following results:

  1. Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs.
  2. Assistance in the installation of commercial and in-house developed software and related upgrades
  3. Assistance in upgrading patch and anti-virus programs on a timely basis.
  4. Monitoring of file server traffic, usage and performance on a frequent and regular basis.
  5. Support to users in backing up and restoring their files, as well as in virus detection, removal and prevention.
  1. Provide advice and assist in procurement of new ICT equipment for the OCHA office, and assist in the preparation of technical specifications and information on available options in both local and international markets
  2. Conduct of market research and analysis, and introduction of new technology for country office system updating and improvement.
  3. Analysis of the requirement and elaboration of internal policies and procedures on the use of ICT


3. Supports networks administration, focusing on achievement of the following results:

  1. Assistance in installation of a network environment in the OCHA Turkey office.
  2. Assistance in trouble-shooting and monitoring of network problems.
  3. Response to user needs and questions regarding network access.
  4. Assistance in backup and restoration procedures for local drives. Maintenance of backup logs. Assistance to organization of off-site storage of backups.


4. Provides administrative support, focusing on achievement of the following results:

  1. Maintenance of an up-to-date inventory of software and hardware, and assist in the physical inventory management.
  2. Maintenance of a library of ICT related reference materials.
  3. Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Administrative Unit.
  4. Maintenance of the filing system ensuring safekeeping of confidential materials.
  5. Extraction of data from various sources.
  6. Research and retrieval of l data from internal and external sources; preparation of statistical charts, tables and reports as required.
  7. Assist in the technical evaluation of procurement of office equipment.
  8. Provision of ICT support to key events.

5. Provides database management support, focusing on achievement of the following results:
  1. Provides required assistance to the IM team on basic database development and management.
  2. Assist in the data entry and up to date maintenance of various databases of the office, including the contact lists.
  3. Assist in the data validation exercises, as and when required.
6. Ensures facilitation of knowledge building and knowledge sharing in the OCHA Turkey office, focusing on achievement of the following results:

  1. Participation and assistance in the organization of training for the OCHA Turkey staff on ICT issues.
  2. Train and provide information on new software and updates, ensuring proper usage of resources.
  3. Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:

Secondary education with relevant certifications in hardware and software management and application, Cisco Certified Network Administrator (CCNA) and Microsoft Certified Professional (MCP) qualifications required. If certification is not available at the time of recruitment, it should be obtained within 6 months at the cost of the incumbent.
 University Degree in Computer Science would be desirable, but it is not a requirement.


Experience:
5 years of relevant working experience, including network administration, support to management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications. Knowledge of the usage and management of Lotus Notes client and server applications, veritas software, server management, software and hardware troubleshooting is required.


Language Requirements:

Fluency in English and Turkish languages is essential.
