Background | |
Within the framework of UNDP RBEC Regional Programme for 2014-2017, a Risk Management Consultant will be hired for one year to undertake activities related to UNDP’s conflict prevention, risk management and country support work, with focuses on countries with ongoing and emerging risk dynamics. The objective of the role is to strengthen support to the UN’s network of development professionals in the ECIS region and to improve the capacity of RCs to respond swiftly and adequately to emerging threats and challenges.
The consultant will support the scope of activities undertaken by UNDP to incorporate analysis into programming and project design and implementation. He/She will work on capacity development initiatives for the UN’s development professionals. They will also support new initiatives including to codify substantial best practices and lessons learned from past projects and interventions; coordinate partnerships with other key regional actors; and better articulate the linkages between disaster and conflict dynamics in order to inform more coordinated and aware future interventions.
The Consultant will be contracted to carry out tasks specified below and will report to the Regional Conflict Prevention Advisor at the Istanbul Regional Centre for the ECIS.

Duties and Responsibilities | |
The Consultant will provide analytical and organizational support to UNDP and project stakeholders. More specifically, the Consultant will undertake the following activities:
Deliverables:
The Consultant will be required to submit monthly reports to the Regional Conflict Prevention Advisor detailing work and progress on work areas listed above. All deliverables below will be assessed by the Regional Conflict Prevention Advisor, on whose approval payments will proceed.
Payments will be made on a bi-monthly basis only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.

Evaluation of Applicants
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications, written sample and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

Technical Criteria - 70% of total evaluation – max. 35 points:
