SCOPE OF WORK:
Based in Antakya, this position will work with the Deputy Director for Accountability and Learning (DDAL) to maintain quality grants coordination for all country program grants. Reporting to the DDAL, this position will work closely with the Deputy Director for Programs (DDP), program coordinators, finance and operations on compliance, donor regulations and reporting. The Grants Coordinator will supervise the Sr. Grants Manager and Partner Grants Manager.
The Grants Coordinator will liaise with all program and operational units of IRC Turkey and the regional units at IRC’s NY headquarters and IRC London.
RESPONSIBILITIES:
Grants and Compliance
- With leadership from DDAL coordinate the proposal development process by following up with all relevant staff members to receive timely inputs, consolidating inputs and ensuring coherence with proposed budgets, and submitting to technical advisors for review.
- Lead the grants unit in the submission of high quality activity and donor reporting on a timely basis according to IRC and donor regulations. Ensure all required documents are included, complete, correct and approved by the respective Program Coordinator/s and country management.
- Provide technical guidance on IRC and donor regulations to ensure compliance within operations, program implementation and reporting. Raise compliance issues proactively with program staff and the DDAL, DDP, and DD for Operations.
- Keep the DDAL, senior management and technical units at the NY and UK offices informed of any projected inabilities to meet contractual obligations, report submission and spend rates/significant budget variances. Also, be able to proactively mitigate risks through proposing remedial solutions.
- Lead on the organization and follow-up of grant opening meetings, monthly grant review meetings, and grant close out meetings in collaboration with the Deputy Directors, Human Resources Manager, Finance Controller and program staff.
- Oversee the sub-grants unit to ensure appropriate coordination and liaison with partners, as well as timely partner proposal and report submission and grant writing capacity building.
- Ensure quality information management related to grants by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal IRC documentation and Grant Unit tools.
- Act as focal point for the proposals, programs and projects in use of the OTIS (Opportunity Tracking Information System) database.
- Assist senior management in donor liaison and communication as requested.
Human Resources Management and Development
- The Coordinator will supervise the Sr. Grants Manager and the Partner Grants Manager.
- Explore capacity building and learning opportunities (in country and international) for reports and build capacity through formal training sessions, mentoring and coaching.
- Conduct Performance Review of the Information Management Officer discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
- Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures.
- Lead with commitment, integrity and accountability to the “IRC Way” – Global Standards for Professional Conduct.
Professional Standards

REQUIREMENTS:
- Graduate degree – international development or similar, or Bachelors Degree with significant grants management experience and superior writing skills
- At least 5 years of demonstrated field-based experience with grants management
- Excellent writing skills and experience in writing proposals/concept notes
- Excellent management and coordination skills
- Strong understanding and knowledge of USAID/OFDA, EU/ECHO, DFID and other donor rules and regulations
- Proven competency with program design, M&E, proposal writing (including logical frameworks) and building budgets
- Ability to work independently while being a strong team player
WORK ENVIRONMENT
The position will be based in Antakya-Hatay, Turkey, and is an unaccompanied post living in shared housing. The IRC’s security phase for Antakya is currently yellow. |
