Job Description
This position drives the development, implementation and ongoing management of Human Resources programs in support of The Internet Corporation for Assigned Names and Numbers ICANN’s staff located in the Istanbul Hub. Working closely with other H.R. team members, the Istanbul Hub HR Manager will assess, monitor and evaluate the effectiveness of our HR programs to ensure that ICANN ‘s regional HR practices align with the organization’s commitment to business excellence while maintaining a cost effective approach. This position will provide expertise (relevant in Turkey & EMEA regions) in the areas of market trends, best practices, and current and pending legislation as well as regulatory requirements that impact human resources, including compensation and benefits practices and policies.

Key Responsibilities:
- To lead and manage the talent search, recruitment and hiring process in the Istanbul hub. Partner with talent acquisition resources, to proactively & creatively search and attract high-quality candidates; develop pipeline of talents; and with keen customer service focus be diligently in charge of the hiring process, including interviews, liaise with candidates & hiring managers, background and reference checks, offer reviews & approvals, on-boarding and employment pass application among other needed activities.
- Work collaboratively across various functional groups to lead the Istanbul Hub new hire Orientation Program for new hires in the region.
- Team with HR Development staff on the development and implementation of the global Organizational Development strategies of the organization.
- Be an effective and value-add HR business partner to the Istanbul Hub staff and their managers.
- Develop and provide HR analytics, metrics, and dashboards to ensure management visibility, raise issues, develop mitigation, and implement for continuous improvements in all areas of HR services at the hub (including but not limited to talent search, compensation, benefits, and staff development/advancement/retention).
- Team with the Istanbul Hub General Manager to promote team-building and talent advancement at the hub.
- Team with HR team in the improvement, management and implementation of HR systems.
- Responsible for employment pass / work pass applications of existing and newly hired staff and ensure all such passes are valid and promptly renewed in compliance with local legislation.
- Responsible for ensuring the Istanbul Hub is in compliance with all local human resources regulatory requirements and ICANN policies, procedures and processes.
- Collaborate with the HR team and other HR professionals in the development, documentation and implementation of human resources policies to ensure efficiency and effectiveness.
- Advise staff regarding HR policies/procedures/processes, applicable employment law, and specifics of employment agreement and benefits.
- Manage third-party vendors to ensure proper administration of payroll processing, leave records, insurance and benefits.
- Conduct properly all employment terminations ensuring regulatory/organization policy compliance and uphold fairness to and integrity of the exiting staff.
- Assist the Sr. Manager, International HR Development with HR operations management in the EMEA region.
- Build and maintain strong partnerships across all departments to assure high-quality HR services to team.
Must have excellent communication skills including fluency in English and Turkish.

Qualifications:
Bachelor’s degree required with 8 year’s related experience.
Prior international experience strongly preferred.
Advance degree or certificated program in Human Resources preferred.
EMEA experience by working in a global environment is a must, preferably at a remote hub.
Extensive experience in the required key responsibilities and essential functions of this position.
